[eepro100] How to use Ioctl?

I have seen the the speedo_ioctl() (in
eepro100.c)function which is having SIOCDEVPRIVATE
command interface.
  what are the steps involved to call them via user
space ioctl syscall.
 I have tried by giving socket's file descriptor to
ioctl(), but it doesn't work.
Pls. help me.
