2.1.12x problems with network hiccups

I've been having some problems in 2.1.123 and 2.1.124 (not sure if it
started any earlier).
I've seen the problem with 1.03 and 1.04
The sympton is that the network I/O starts getting very slow.
Doing an "ifconfig eth0 down" and "ifconfig eth0 up" fixes the problem.
I've had this happen on two different machines (one is 100BaseT the other
10BaseT).
There are no messages in the logs.
Once the probloem starts a "ping" will show widely varying times. Usually
pings are
less then 1ms, but when the problem occurs they start showing 100's of ms.
So, it appears to have something to do with the input or output queues
pausing for a significant amount of time.
Anybody know how I can debug this?
Here's what epic-diag currently says about the card (no problems at the
moment):

The EPIC/100 chip appears to be active, so some registers will not be read.
To see all register values use the '-f' flag.
