[realtek-bug] rtl8139 - No Link with 10baseT on 2.2.17

This is on a Dell PII - 450 with an Award Bios.  There are two boards
installed.  One is connected to a local 100baseT network and is running
fine.  The second board is connected to a 10baseT hub for SDSL connectivity.
It initially shows link when the system boots, but the link light goes out
the moment that the kernel loads the v1.07 rtl8139 driver.  I have a second
system with this same configuration and driver and it works fine.

Should I:

Update the driver to v1.10? (some pain)

Update the kernel to 2.2.4?  (major pain)

Get a board with a different chipset?  (no pain, some cost)
