Likely duplex mismatch.
What does
   rtl8139-diag -ee
report?

What about statistics?  Are you increasing the collision count, or
seeing Rx errors?  (That indicates which end has the duplex wrong.)

Your link partner is advertising full duplex.

Is the chip working in this state?

That retriggers autonegotation, which sets the duplex to match.

My guess is that EEPROM is set to bring the card up in
forced-full-duplex mode.
