[realtek] NIC boots up with 10BaseT-HD and needs manual reinit

No real solution. I played heavily with mii-tool, trying to force it to
use the right mode and because I seemed to remember that the problems begun
when after playing around with mii-debug/mii-tool.

Currently the system boots and the network works although mii-tool -v says:
it would be 10BaseT-HD. Because I don't trust this strange value, I added
the following to my /etc/network/interfaces (Debian specific):
	preup modprobe -a 8139too  &&  mii-tool -r
now I imediately reset the device and after that it works *and* correctly 
reports a sensible autosensing value.

Oh, correction. (maybe since 2.4.9?) the situation changed. It *works* but
I get the following:

# mii-tool -v
eth0: 10 Mbit, half duplex, no link
  product info: vendor 00:00:00, model 0 rev 0
  basic mode:   10 Mbit, half duplex
  basic status: no link
  capabilities:
  advertising: 
# mii-tool --version
mii-tool.c 1.9 2000/04/28 00:56:08 (David Hinds)
eth0: 10 Mbit, half duplex, no link


I can force,reset,restart as much I want, nothing changes...
