[realtek] Question about RTL8139 Under RH 7.1

I am using RH 7.1 as an IPCHAINS packet forwarding firewall on a PII 266,
64MB ram, 8GB HD, with 2 RTL8139 NICS.  I have noticed a HUGE performance
loss when running my cable modem through the firewall (about 9x slower
than directly connected to a PC).  I noticed that the network cards are
not set to the same duplex settings, and that their IRQS are right next to
each other.  How do I set the configuration of the card, so they have
parallel settings and further separated IRQs?  Any suggestions on this
problem or in general would be greatly appreciated.
