[realtek] RTL 8139(A) problems with screensaver and desktop

I recently changed ISP to broadband cable, and used the Realtek 8139(A) ethernet card for the first time. Since then the Windows screensaver has ceased working and the desktop icons are frozen and cannot be moved. The ISP techie suggested that the RTL 8139 may be using the same resources as the desktop or mouse, causing a conflict. Has anyone run into this problem?
