Macronix 98713 (diagnostic program reliable)

Using a Macronix 98713 chip set, and wanted to send bug report
in for appletalk and chipset failure.  However, the diagnostics
program does not appear to be working correctly because it
reports 31 link descriptors that are all 10-base T and no mii
registers.  However, the card was hooked to a 100 base T hub and
the 100 base T link light was working.

The original problem: when running appletalk, the tulip (v0.89H)
starts a study series of timeouts.
