The PCI cards are detected in the order provided by the PCI subsystem,
which doesn't know a thing about the fact that a certain card used to be
eth2 or something else. If you have cards driven by different drivers, you
can usually "force" this in /etc/modules.conf:

alias eth0 tulip
alias eth1 3c59x
etc.

but in your case, as there are 2 cards driven by the same driver, you
cannot assume anything.

So, yes, you have to check your config everytime you add/remove a card. In
some situations, swaping cables is easier...
