The implementation flaw would be in the 164UX board, not the NIC.

The problem could actually be in the PCI configuration space register
settings.  Specifically, the Latency Timer and Cache Line Size registers
should be set by the BIOS or OS to the correct/reasonable value.  It's
possible the Linux kernel you are using isn't setting them correctly.

The ADMtek Comet should use the same CSR0 settings as the 21140 chip,
but I've not verified that using a bus monitor.
