Are you referring to the TCP_DELAY problem that Josip was working on a
few months ago, where he had to insert a delay to prevent network
installs?  I don't have the patch that he posted, but you can ask him
about it directly:

if this is indeed the (tulip, as I recall) driver that you are referring
