[tulip] Problem: Tx hung on a StrongARM arch

On my Netwinder, I am using the "Old Tulip" driver from 2.2.17
(version 0.90 10/20/98). Also, I had to download the tulip_upgd_2.2.o
(exact name?) from ftp.netwinder.org. After this, I had no problems.
Using the new Tulip driver, I get getting hardware errors.
