more uscsi + dual tulip/lite-on developments

I've been posting recently about how we have been unable to get our master
node up and working with _either_ a pair of tulips or a pair of lite-ons.
Recently we have been thinking it is due to some sketchiness going on
between the driver and the scsi (Promise card based on an NCR 875).  We
noticed that the newly released 2.0.37pre3 kernel has a MUCH updated NCR
SCSI driver, so we got the patch and installed that kernel.  It doesn't
work, but it changed to give us a different error with the
networking...witness:

didn't work... upgraded to 37p3, version 3.1e of the scsi driver... booted
with 1 nic card, everything is fine.  Threw the second tulip (two real
tulips) in there, it boots part way, and is now saying:

eth0: No link beat on the MII interface, status then 7809 now 7809.
